Abstract
ABSTRACT

The disaster situation of the Philippines as a third-world country in the advent of another industrial revolution and Volatile, Uncertain, Complex, Ambiguous, and Disruptive (VUCAD) world entails a lot of challenges not only for the communities but most especially for the governments and all the agencies and organizations under it. Dinalupihan Fire Station as an agency whose mandate is to protect and serve the people is also susceptible to these challenges. Hence, this action research intends to address the subpar capability of Dinalupihan Fire Station when hit by a Disaster and Disruptive Incidents which can greatly affect the over-all performance of the unit. This research introduces public service continuity planning as a method that Dinalupihan Fire Station can utilize to provide continuous service in the future. The development of a Sustainable
Public Service Continuity Plan (PSCP) will then ensure strategies and mechanisms to ensure continuous delivery of public services amidst any disruption are all in place. It shall cover all aspects of the organization from functions, operations and processes to ensure internal and external systems are maintained regardless of what disruption may occur. The process of development of the PSCP, opened a lot of underlying issues such as: lack of knowledge on disaster management, personnel attitude towards the existing problem like their complacency and common disregard on the importance of building its capacity in times of disasters and disruptive incidents. Through the cooperation with our collaborators all of these were addressed allowing the progress of the development of the
PSCP for Dinalupihan Fire Station.
