ABSTRACT

This action research aimed to address the need for the creation of a systematic implementation of the running card system in the province of Palawan. This issue has been hindering the full operational capacity of the stations during fire suppression activities. Collaboration was made the Provincial Fire Director, City Fire Director and Municipal Fire Marshal of the mainland Palawan through formal and informal meetings, casual conversations and document checking. Constructing and planning were conducted in the action research cycle. It was found out that personnel compliance, ineffective policies, and insufficient logistical requirements were the main presumptions that the researchers took into account and treated as sub-issues. Through the collaborative efforts by the researchers and the marshals, a policy on the systematic implementation of the running card system was drafted for the province of Palawan. The action research was able to foster cooperation among all delivery units in order to accomplish a common objective.
