Abstract
This policy research focused on the possible adoption of e-learning as an alternative to in-house training to address the high demand for jail officer training. The variables to be studied were the capability, connectivity and effectiveness. The respondents included academic and non-academic professors of NJMPTI and some students the research was conducted in Laguna in March until August 2020
The policy to adopt e-learning management system for NJMPTI is based on the following inferences: First, the current in-house training system of National Jail Management Penology Training Institute was not capable to accommodate all BJMP personnel prior to the present situation; hence, there was a proposal to review to adoption of e-learning system. However, the pandemic brought by Covid-19 has forced the NJMPTI administration to propose and adopt an e-learning system which is also being adopted by schools in the country and the world at present the next school year. The e-learning system need thorough preparation and consideration of the issues before its commencement. Second, challenges on the proposed e-learning system were dominant in the areas of capabilities of the system, professors, students, learning contents, connectivity, and effectiveness of learning on the students. Third, the framework for e-learning management system is hinged on overall consideration of general administration and leadership of the Research and Academic Affairs Division, NJMPTI. Other factors for the framework for the policy includes preparatory phase, system requirements, personnel, curriculum, program monitoring and supervision, connectivity, and student and program evaluation.
The recommendations were the following: First, the Research and Academic Affairs Division must start proposing the framework or adopt the PPSC Teleducation Framework: pps connect for the e-learning system for NJMPTI career courses based on the factors identified such as general administration, preparatory phase, system requirements, personnel, curriculum, program monitoring and supervision, connectivity, and student and program evaluation. Second, the proposed e-learning system for NJMPTI courses must be properly presented, coordinated and approved by the Philippine Public Safety College. Cross-referencing with the modes of Department of Education (DepEd) and Commissions on Higher Education (CHED) on flexible learning options (FLOs) or blended programs may be considered also. Lastly, a preparatory evaluation survey must be implemented in order to gauge the preparedness of the professors and students for the e-learning system. The system must adjust based on the needs and gaps found in the survey.
