Abstract
In response to the increasing rape crime rates in the country, this study aims to determine the factors present prior to the commission and behavioral traits, such as; their background, state of mind, upbringing, appearance, experience, and morality. Likewise, the level of awareness of the consequences and penalties of rape and sexual assaults was also measured to determine how the present prevention programs on rape affect the thought process of the offender. It can be observed that in most studies, rape is committed because of the provocations displayed by the “would be” victims. However, this study delved further on the attributes of the perpetrators instead of the victims. The qualitative design was employed to determine the triggers of rape and quasi-quantitative design was used to determine the level of awareness of the perpetrators relative to the commission and penalties of rape. Nonetheless, for the results acquired, a practical and sustainable action plans and programs is endeavored by educations the perpetrators and “would be” perpetrators as well as capacitating the “would be” victims and the community as a whole through sex education and gender awareness, values formation, and skills development programs. The PNP in partnership with other concerned agencies will take the responsibility of not just being law enforcers but to become pro-active in the campaign against sexual crimes and catalyst in gender advocacies, discipline and values.
