With the localization of executive order no.70 being a priority thrust of the Duterte administration, the oplan ligtas na pamayanan of the bureau of fire protection is expected to become an integral part of the delivery of public service in especially in the identified priority barangays in far-flung and hard to reach areas.
This study was conducted with the aim to find ways maximizing the BFPs oplan ligtas na pamayanan as a means in localization on EO No.70. using descriptive design, the researcher existing documents and conducted using structured interview guide. Data gathered were analysed through descriptive and thematic data analysis.
The OLP program is considered a giant leap in successfully recruiting the barangay officials and barangay tanods are member of the community fire auxiliary groups (CFAG). Although the process was tricky and community residents usually need something to motivate them first before they would be interested in joining the OLP and the other government programs. They prefer casual early morning chat in the farm/ seashore instead of calling them for meetings as opposed to the table top exercise, focus group discussion, and extensive conduct house-to-house fire safety surveys usually done by the BFP.
On the part of the BFP, organization of CFAG in the community levels as a challenging task due to limitations in lack of resource; limited funds for learning materials; and apprehension to roam in the far-flung barangays that are identified as red areas. While the programs was halted due to COVID-19 pandemic, the OLP program still remains a priority thrust of the bureau in the localization of E0 70 towards the new normal. To maximize the conduct of these OLP- events, other NGAs, LGUs, CSOs and private companies can also be invited to join and distribute goods to the participants at the end of the events such as relief goods, medicines, school supplies, kitchen wires, cash, and other practical and usable materials needed by the community residents.
