MANAGING HOSTAGE SITUATION IN THE PROVINCE OF NUEVA ECIJA: BASIS FOR CRISIS MANAGEMENT PLAN

Abstract
This study assessed the extent of the effectiveness of managing hostage situation in the Province of Nueva Ecija, as basis for crisis management plan. The data were collected through normative survey, KLL and FGD. The following conclusions were deduced: the SWAT and CGS described the extent of the effectiveness of managing hostage situation as effective, this finding was supported by response by the CMT during KLL and PPOC during FGD, which claims effectiveness of managing hostage situation as serious, and all are capable of producing negative consequence toward effective managing of hostage situation, and the proposed crisis management plan formulated as by-product in the conduct of this study deals with the 3Cs, such as, communication, control, and coordination, as add-ons the different phases of managing hostage situation, as follow: preparation, operation, and post-action.
The following recommendations were made: the post-action phase in managing hostage situation must be given attention towards making it more effective, similar with preparation and operations phase; however, even though the first two phases of managing hostage situation are effective, consideration must be given to reach its perfection through continuous conduct of simulation exercises, there must be offering of hostage situation managing training, sanctioned by the Training Service, PNP, and PCIE must be provided to SWAT, such, as, gas milk, ballistic shield, vest, and rubber bullets, etc.; these serious problem on material resources must be given address through representation addressed to the concerned local chief executives for the appropriation of funds, and its inclusion in the annual budget intended for the acquisition of the needs logistical and material requirement to be utilized in effectively managing hostage situation, and to improve individual and group performance during the occurrence of the real situation, purposely to avoid flaws in the implementation of the crisis management plan; and the proposed crisis management plan once given attention for adoption and subsequent implementation and put into action, will be able to improve the operational effectiveness of the concerned local police office in managing hostage situation, which are geared toward protecting and securing lives, limbs and properties, including collateral damages in the event of actual occurrence of the crisis, and have it submitted to the CMT and PPOC, for consideration.
