Abstract
This action research, “COVID-19 STRATEGIC MANAGEMENT PLAN FOR BJMP FACILITIES: THE CASE OF QUEZON CITY JAIL” intends to propose a sustainable strategic COVID-19 strategic management plan for the Quezon City Jail. Using Key Informant Interview (KII) and Focus Group Discussion (FGD). This study was prompted by the effects of the COVID-19 pandemic. The first reported case in the Philippines recorded on January 30, 2020 prompted the government to place the entire country in the state of national health emergency through Proclamation No. 922 on March 8, 2020. The Quezon City Jail, known for its congested and unsanitary facilities recorded the first cases of COVID-19 cases within the jail/correctional facilities. Hence, the study found out that (1) the implementation of the basic protocol, such as social distancing, is not applicable at the facility knowing its limited space and facilities, (2) despite this challenge, the management and administration was able to handle the situation based on the following: (a) facility management, (b) physical, mental, and health management, (c) mobilization management, (d) information campaign management, and (3) this can be achieved through collaboration, communication, and coordination with the LGU and various agencies, such as the Department of Health (DOH) and the national headquarters of the BJMP. The paper recommends the creation of the sustainable COVID-19 management plan designed specifically for the Quezon City Jail taking into consideration the limited space and facilities where social distancing as a protocol is farfetched.
