ASSESSMENT ON THE INTELLIGENCE-DRIVEN POLICE OPERATIONS IN THE PROVINCE OF BULACAN

Abstract
This study assessed that the intelligence-driven police operations in the Province of Bulacan. This used the descriptive type of research design. The data were collected through normative survey, key informants’ interview and focus group discussion.
Based on the findings and analysis the following conclusions were deduced: the profile of respondents are as follows: most of the Chief, Intelligence Section and Chief, Investigation Section are college graduate and some of them are master’s graduate; majority are NAPOLCOM Eligible, while some are PRC Eligible; the common rank are Police Master Sergeant and only one is Patrolman; almost all are with permanent appointment but one is still having a temporary appointment; a great number among them are the senior year in service and only has recently joined the service; and the multitude have Criminal Investigation Course and the minority Criminal Detection Course; the status of the implementation of intelligence-driven police operations are as follows: intelligence networking and proactive investigation are both implemented; and tactical operations, fully implemented; these assessments were supported by responses during key informants’ interview and focus group discussion; the constraints encountered in intelligence-driven police operations are as follows: organizational resources and local government support are both moderately serious; and community participation, serious; these responses are supported during key informants’ interview and focus group discussion; and the proposed action plan is composed of: outcomes or changes, strategies and actions timeline, responsibility, resource requirements, and monitoring; however, this cannot be fully implemented without the needed financial requirements needed in intelligence-driven police operations.
