Abstract
Introduction
Public health emergencies pose distinctive challenges for law enforcement, whether the risk is synthetic or naturally occurring. Policing policies will vary depending on the cause and level of the risk, as will the possible threat to the responding officers. In a public health emergency, law enforcement will essentially coordinate its response with public health and medical front liners. Depending on the risk, law enforcement’s role may comprise enforcing public health orders like quarantines or travel restrictions, securing the perimeter of contaminated areas, securing health care facilities, controlling crowds, investigating scenes of suspected biological terrorism, and protecting national stockpiles of vaccines or other medicines.
The recent outbreak of the corona virus disease (COVID 19) caused massive fear and anxiety to the global; community. This prompted every nation to protects its citizens by observing proper health protocols. It is perceived that every nations fears the unseen enemy. The Philippine government took actions to address this global pandemic. As a result thereof, the Inter-Agency Task Force for the Management of Emerging Infectious Disease created recommendations for the management of Corona Virus Disease 2019 (COVID 19) Situation. In this resolution, the PNP and the AFP, in coordination with the IATF, were called upon to ensure effective and orderly implementation of the health and safety measures.
Public health emergencies pose special challenges for law enforcement whether it is manmade or naturally occurring. In a large-scale incident, such as pandemic, law enforcement officials will have to balance their resources and efforts between these new responsibilities and everyday service demands.
Primarily, this case study focused on the role of the Philippine National Police (PNP) in the implementation of health and safety protocols during the COVID-19 pandemic. The PNP together with other law enforcement agencies were tasked to provide assistance in addressing the threat of the virus. Specifically, this study sought answers on the following questions:
1. What are the challenges encountered by the PNP in the implementation of health and safety protocols during the COVID-19 pandemic?
2. What are the health risks to PNP personnel while implementing health and safety protocols during the COVID -19 pandemic?
3. How do the PNP protect its personnel to ensure operational continuity?
