Abstract
Since the passage of Republic Act No. 9514 encouraging the creation and training of fire volunteers, not one fire volunteer organization is formally registered with BFP. Even with the recent enactment of the BFP Modernization Act which authorizes the enlistment of fire volunteers to the BFP Auxiliary, there is still no system of enlistment accreditation of fire volunteers fin the Bureau due to the absence of a government mechanism which institutionalizes the same.
This Capstone Research studied the maximization of the involvement of fire volunteers as part of the BFP Auxiliary through the proposed institutionalization of the registration, enlistment, accreditation and training of fire volunteers, fire volunteer groups, brigades and associations of the BFP.
Qualitative descriptive date gathering procedures were used to obtain information from the First, Second and Third Person. We utilized the ORJI MODEL for the First Person in describing our knowledge, experience, observation and judgement on the subject matter as senior officers. Meanwhile as to the Second Person, we used the Focus Group Discussion (FGD) as research tools where we interviewed fire volunteers from the District of Manila using the pure, diagnostic and confrontive types of inquiry in exploring their emptions, reactions and experiences related to the study. For the Third Person, we conducted an interview with the heads of Offices of the BFP to know the existing status and role of fire volunteers with the BFP. We likewise studied relevant laws and issuances. In this study, the following issues were studied: a) the status of fire volunteers with the BFP; b) the scope of the role of fire volunteers; c) the problems of the BFP and the fire volunteers as to enlistment, registration, accreditation and training of fire volunteers, fire volunteer associations, volunteer fire brigades, community fire brigades, company brigades and other similar entities with the BFP.
After analysis of the data gathered and results obtained using the frameworks employed, the study reveals that there is no existing government mechanism for the enlistment, registration, accreditation and training of fire volunteers with the BFP. It is further disclosed that the existing laws do not oblige the institutionalization of the same, but merely permissive. As to the problems the BFP and fire volunteers encounter with the subject matter of this research, it found out that they hurdle with the lack of training of the volunteers, non-submission of fire volunteers to the command of the BFP during responses, and discrimination upon fire volunteers by the BFP personnel.
The ingenuous initiative of the researchers in analyzing the need to institutionalize the enlistment registration, accreditation and training of fire volunteers with the BFP through a proposed legislation is constructive and beneficial in maximizing the involvement of fire volunteers with the mandates of the Bureau.
