Abstract
The concern for safety should revolve around the context of every human
enterprise. Safety encompasses wide dimension not only to workers but also to the
totality of the organization that puts a huge impact on economic prestige to foreign
investors. Republic Act No. 9514 goals is to avoid the economic and social advantages of
society being undermined by fire-related injuries, fatalities, and property loss and damage
that have reached alarming levels. Fire Safety Inspection Certificate (FSIC) is a
document issued by the BFP as a prerequisite for the grant of Certificate of Occupancy,
Business Permit, Certificate of Annual Inspection from PEZA and other licenses and
permits being issued by other government agencies upon determining that the required
fire safety construction are in place, and fire protective and/ or warning systems are
properly installed in accordance with the approved plans and specifications and in
compliance with RA 9514 and its RIRR.
Several challenges have been identified by the researchers thru data gathering
among BFP personnel and business establishment owners. Researchers identifying these
problems and prioritizing their resolution would improve the compliances of business
establishments to the provisions of RA 9514. Assumptions the researchers explored both
internal and external factors in conducting fire safety inspections at the same time
anticipating other related variables that affects the totality of compliances. The
researchers, together with the participants, came to the conclusion that numerous factors
were identified and recommendations were also raised to further improve fire safety
enforcement.
