Abstract
The purpose of the study is primarily to institutionalize the framework of the Bureau of Fire Protection Special Rescue Force (BFP-SRF) on Humanitarian Assistance and Disaster Response (HADR) in line with the provision of the Republic Act 11589 or the BFP Modernization Act of 2021.
It also aims, among others, to establish an insight into the current HADR capability of the Bureau of Fire Protection to execute its mission in responding to “man-made and natural disasters and other emergencies”. Further, this study draws inspiration from the Bureau’s philosophy of “We serve, so that other may live” adhering to the doctrine of life preservation in the event of emergency, disaster, and calamity. The final output of the study is an Action Plan that will lead to the institutionalization of the HADR Framework that will benefit not just the Bureau of Fire Protection but the country as well.
Humanitarian Assistance and Disaster Response (HADR) is a complex set of tools, system, and processes that government agencies use to obtain and maintain authority and control, manage disparate resources, and address the many needs of victims during disaster. HADR is crucial in orchestrating the movement of responders with diverse fields of expertise to ensure an efficient, harmonized, and needs-based approach to disaster management to avoid chaotic responses. As a frontline public safety agency, the BFP has been deployed to various disasters in the past and has been a significant player in numerous incidents and events involving multi-faceted and multi-agency response operations. However, due to absence of a clear direction and guidance on HADR, there were setbacks and limitations encountered in deployments particularly during the recent Philippine Humanitarian Mission to Turkey in light of the string earthquake that the country experienced in 2023.
The study also aims to recommend solutions so future engagement on HADR will be managed smoothly and efficiently following the strategic steps and strengthening the enabling environment reflected in the framework.
The result of the study may form a basis for the creation and subsequent activation of the HADR Unit attached tit eh Special Rescue Force duly reinforced by sound doctrines, policies, and guidelines that would significantly improve the HADR capability of the Bureau to ensure inclusion in the future HADR missions will be efficient, properly planned, timely, standard and well established.
