Abstract
The challenges confronting the Bureau of Fire and Protection (BFP) in the 21st century is evolving and becoming more complicated. This study has come to fore since upgrading the existing Special Rescue Unit (SRU) will significantly increase the BFP’s capabilities of providing highly technical rescue services that have happened in recent times just like when the 6.1 magnitude earthquake happened in Pampanga last April 22, 2019 where the four (4) storey Chuzon Supermarket collapsed leaving around 30 people trapped inside the rubbles. The first responders were personnel from the Special Rescue Unit of BFP Region 3 alongside with different rescue groups from LGU and other uniformed services. As the operation continues, the need for more rescuers were demanded by the Incidnet Commander giving way to the Special Resue Unit from the BFP NCR to augment. It was a concerted effort by different rescue groups, recovering 16 dead bodies and rescued several survivors hence performance of firefighters from the BFP SRU was lauded. But to establish a specialized force out of the current SRU would demand the allocation of additional resources in manpower, equipment and training. These specialized trainings should be prioritized for budget and funding because the new SRU needs to be prepared, equipped and competitive with the changing global demands in terms of search and rescue specialization. Moreover, there will be more funding for equipment and fire and rescue stations that can be allocated for the BFP, in which in the bigger picture would redound to the Filipino people, who are to benefit from by having a specialized and modern search and rescue force that are ready to respond in the likelihood of major calamities, social unrest, pandemics, and terrorists attacks.
