Abstract
ABSTRACT
Discipline is of utmost importance in the Bureau of Fire Protection as it is a
member of the uniformed government service under the Department of the Interior
and Local Government. The BFP, in its effort to maintain the discipline of its
members, implemented the BFP Delinquency Reporting (DR) System in 2021, a
system of significant importance. Currently, the BFP Region 11 demonstrates a poor
implementation of the DR System. This action research aims to enforce the
implementation of the DR System and strengthen its effectiveness in instilling
discipline among BFP personnel, underscoring its crucial role in the organization.
This study, a collaborative effort with BFP Regional Office Commissioned
Officers and Fire Marshals, adapted the Managerial Reprimand Model based on the
theory of Operant Conditioning, which suggests the concept of reinforcement.
Managerial reprimand is the means by which personnel behavioral inadequacies are
corrected to ensure adherence to policies. The researchers used the integrative
approach which focused on first, second, and third person inquiry. The active
involvement of the BFP Regional Office Commissioned Officers and Fire Marshals in
this study, through surveys and interviews, is a testament to the collaborative nature
of this research.
The results of this study show that the majority of the areas in BFP Region 11
have poor implementation of the DR System and its effect imperceptible based on the
perception of the collaborators.
Lastly, the researchers with the collaborators have proposed several measures
to strengthen its implementation and effectiveness. These measures, including
reiteration programs and proposals for coordination with different offices, hold the
potential to significantly improve the implementation and effectiveness of the DR
system. This hopeful outlook is a result of the thorough research and collaboration
with the BFP Regional Office Commissioned Officers and Fire Marshals.
