Abstract
This study was designed to assess the level of effectiveness of the Philippine National Police Special Action Force (PNP SAF), Urban Counter Revolutionary Warfare Course (UCRWC) in addressing terrorism. In the context, the study sought to answer the following aspects of the problem: 1.) Assessment on the effectiveness of PNP SAF UCRWC in addressing terrorism; 2.) The problems encountered in the conduct of PNP SAF UCRWC; and 3.) Measures proposed to address the problems encountered in the conduct of PNP SAF UCRWC.
After securing the approval of the Director, Special Action Force, a survey was conducted and survey questionnaires were distributed to a total of one hundred thirty (130) respondents, one hundred (100) UCRWC Trainees and thirty (30) Training Staff. The questionnaires were personally administered by the researchers to the respondents and instructions were properly given before the respondents were given time to answer.
The study came up with the following findings:
1. The level of effectiveness of PNP SAF UCRWC as perceived by the two groups of respondents.
The indicators on Tactical Combat Casualty Care, Close Quarter Battle, Building Clearing, Hostage Negotiation had overall mean of 2.99, 3.20, 3.04 and 2.97, respectively with verbal interpretation of Effective. However, the indicators on Orientation of Human Rights and Police Conduct and Tactical Communication got overall means of 2.24 and 2.04 respectively with verbal interpretation of Less Effecetive.
2. Problems encountered on the conduct of UCRWC of the PNP SAF Training.
The indicators on Tactical Combat Casualty Care (TCCC) were rated with overall mean 3.5 with verbal interpretation of Very Serious. While indicators on Orientation on Human Rights and Police Conduct, Tactical Communication, Close Quarter Battle (CQB), Building Clearing and Hostage Negotiation had overall mean of 3.43, 3.30, 2.80, 2.66 and 2.75 respectively; with verbal interpretation of Serious.
3. On Measures proposed to address the Problems encountered on the conduct of UCRWC of the PNP SAF training.
All indicators on Orientation Human Rights and Police Conduct Tactical Communication, CQB, Building Clearing and Hostage Negotiation had overall mean of 2.52, 2.82, 2.73, 2.78, and 2.65 respectively, with verbal interpretation of Recommended. While indicators on TCCC, had an overall mean 2.59 with verbal interpretation of Less Recommended.
The level of effectiveness of UCRWC of the PNP SAF as perceived by the two of respondents in terms of TCCC, CQB, Building Clearing, Hostage Negotiation is Effective. However, Orientation of Human Rights and Police Conduct and Tactical Communication is Less Effective.
There is no significant difference between the assessments of the two groups of the respondents on the level of effectiveness of UCRWC of the PNP SAF in terms of the aforementioned variables, thus the null hypothesis is accepted.
There is a need to address the problems on TCCC. There are also problems in terms of Orientation on human rights and police conduct, Tactical Communication, CQB, Building Clearing and Hostage Negotiation.
