Counter-insurgency, self-organization, emergence of strategy, counternarratives adaptation in the community 

This study assessed the counterinsurgency strategies of the PRO-MIMORAPA as applied fin Mindoro Oriental. It looked at the capability of the police organization, the specific strategies against insurgency, the information warfare waged, and the adaptation of community strategies. It also probed the challenges in the counter-insurgency strategies, and the recommendations as gleaned from the interview’s surveys of 514 police officers and 54 residents and civilians. Interviews were also conducted to three mayors of Oriental Mindoro. All the indicators obtained “highly evident” interpretations (self-organization, M=4.35; emergence of strategy, M=4.37; counternarratives, M=4.37; and adaptation in the community, M=4.34) and that the analysis of variance yielded no significant difference on the groups police and civilians (F=0.38, df=1, 567; p=0.54). All challenges to the variables were assessed as moderately serious while the analysis of variance yielded “no significant difference” (F=0.01. df= 1, 536; p=0.92). The gains of the counterinsurgency programs of the Mindoro Oriental Police Provincial Office can be traced in the determined leadership of the police office, sustained counterinsurgency operations, communications on the LGUs on their needs in counterinsurgency. Several weaknesses are detected on the need for equipment and social media sites, and training residents as sources of information. The action plan focused intensified counterinsurgency strategy with programs on focused tasking for operatives, localized operations, comprehensive information campaign, and informant development.
