Abstract
This study assessed the Philippine National Police Counterinsurgency strategies in Rizal Province. The study employed the Descriptive Method. It was considered appropriate to the study due to its focus on the description of the said status. It is also applicable to the study since the primary purposes in employing this method is to describe the nature of a situation as it exists at the time of the study and to probe the causes of a particular phenomenon. The study consisted of 105 respondents.
Grounded on Descriptive Research Design, the main tools for data gathering were a researcher-made survey questionnaire and key informant interview. Based on the findings of the study, the following conclusions were drawn: 1) The counterinsurgency strategies in Rizal Province were observed in terms of the following: In terms of Community Mobilization and Internal Security Operation, both obtained “highly observed” while Enhanced Comprehensive Local Integration Program or E-CLIP, it obtained “observed”. Rizal Province had a very satisfactory assessment in implementing Community Mobilization and Internal Security Operation as counterinsurgency strategies, while Enhanced Comprehensive Local Integration Program or E-CLIP got satisfactory rating. 2) The problems encountered in the counterinsurgency strategies in the Province of Rizal were focused on community mobilization. Though it had a very high average weighted mean in the present status, it revealed that there is still a room for improvement on the following: limited inventory of existing groups, organizations and clubs in the community regardless of their affiliations, social status, nature, etc.; limited conduct of preliminary study on the community: Physical Environment, Economic and Lifestyle, Cultural and Socio-Political, Organizational Aspect; limited involvement in the conduct of patrol and crime prevention measures; limited community dissemination on their reciprocal role in identifying, monitoring and solving problems following the SARA Model (Scanning, Analysis, Response and Assessment); and limited enactment and implementation of barangay ordinances pertaining to maintenance of peace and order, strengthening of Lupon Tagapamayapa. 3) An action plan was proposed to address the problems encountered based in the findings of the study.
These conclusions were the bases for recommending the following: 1) In order to sustain the high rating in implementing Community Mobilization, Internal Security Operation (ISO) as well as the Enhanced Comprehensive Local Integration Program (E-CLIP), Rizal Province shall continue updating and monitoring its proper implementation protocols and standard operating procedures to align with existing laws, rules and regulations in order to maintain long-lasting peace and development in the Province of Rizal. 2) The Rizal Police Provincial Office shall intensify the conduct of community mobilization to the different barangays of Rizal Province especially those infested areas of insurgency by focusing on the following areas: inventory of existing groups, organizations and clubs in the community regardless of their affiliations, social status, nature etc.; conduct or preliminary study on the community: Physical, Environment, Economic and Lifestyle, Cultural and Socio-Political, Organizational Aspect; involvement in the conduct of patrol and crime prevention measures; community dissemination on their reciprocal role identifying, monitoring and solving problems following the SARA Model (Scanning, Analysis, Response and Assessment); and enactment and implementation of barangay ordinances pertaining to maintenance of peace and order and strengthening of Lupon Tagapamayapa. 3) The Rizal Police Provincial Office shall implement the proposed action plan in order to address the problems encountered and to achieve notable results of counterinsurgency strategies, to end insurgency, and to fulfill peaceful and productive communities.
