ABSTRACT
This action research evaluates the implementation of Original Local Program (OLP)
Activities in the Barangays of San Quintin, Pangasinan, focusing on fire prevention measures
during the COVID-19 pandemic. Using qualitative data and thematic analysis, the study
identifies key issues impacting the effectiveness of fire safety education. Findings reveal that
fire marshals, when assigned roles such as Chief CRU, FSES, OLP Monitor, or CRO personnel,
often lacked adequate training and confidence, resulting in dissatisfaction. This dissatisfaction
was attributed not to a lack of enthusiasm but to insufficient skills and training. Additionally,
logistical support was found to be inadequate, which adversely affected the quality of fire safety
education in their areas of responsibility (AOR).Based on these findings, several
recommendations are proposed: 1) Enhance training programs to build skills and confidence
among fire marshals; 2) Increase logistical support to ensure adequate resources are available;
3) Develop comprehensive fire safety information, education, and communication (IEC)
materials; and 4) Integrate technology into educational sessions using both digital and printed
visual aids to improve engagement and effectiveness. Implementing these recommendations
aims to strengthen fire prevention measures and enhance the overall impact of fire safety
education in the community.
