Abstract
This research assesses the post-pandemic efficacy of the E-Dalaw program for
persons deprived of liberty (PDLs) at Cabuyao City Jail-Female Dormitory. The findings
reveal that the overwhelming majority of PDLs find the E-Dalaw program useful in their
daily lives, with 93.0% reporting enhanced productivity and 88.7% indicating it helps them
accomplish tasks efficiently. Additionally, 81.7% recognize its role in their rehabilitation,
highlighting its positive influence on their well-being and reintegration efforts. E-Dalaw is
perceived as accessible, user-friendly, and beneficial beyond its initial pandemic
implementation, with 80.3% of PDLs integrating it into their daily routines and 94.4%
expressing a strong intention to continue using it post-pandemic.

However, the research also identifies areas for improvement. A significant
portion of PDLs (42.5%) prefer traditional face-to-face visitations, and some users face
challenges related to digital literacy and the adequacy of support resources. Additionally,
perceived cost barriers may limit program accessibility for some PDLs.
To address these issues, the study recommends enhancing user experience
through targeted orientation sessions and readily available support resources, exploring
potential subsidy options to reduce perceived cost barriers, and piloting a hybrid visitation
model that integrates both virtual and face-to-face interactions. These recommendations
aim to further strengthen the positive impact of E-Dalaw, promoting social inclusion and
familial ties despite physical barriers, and enhancing overall user satisfaction and program
adoption.
