Abstract
This study investigates the factors influencing the intention of jail officers at the Bureau of
Jail Management and Penology (BJMP) to pursue professional development. Drawing on
the Theory of Planned Behavior (TPB), the research explores the relationships between
perceived behavioral control, attitudes, and subjective norms, and their impact on officers'
intentions. Data collected from 117 jail officers representing various demographic profiles
revealed significant positive correlations between all three TPB factors and the intention to
pursue professional development. Perceived behavioral control (r = 0.758, p < 0.001)
exhibited a strong positive correlation, while attitudes (r = 0.860, p < 0.001) and subjective
norms (r = 0.547, p < 0.001) demonstrated moderate to strong positive correlations. These
findings highlight the critical role of providing adequate resources, promoting positive
attitudes, and fostering supportive social environments within the BJMP. The study offers
actionable recommendations for enhancing professional development opportunities,
ultimately contributing to a more skilled and motivated workforce within the correctional
system.
