Abstract
Cybersecurity encompasses various aspects of protecting information systems, networks,
devices, data, and users from unauthorized access, malicious attacks, or damage. As
cybersecurity becomes an increasingly pressing concern worldwide, public safety sectors,
including correctional institutions, are not exempt. It is essential to address this issue by
enhancing the workforce's capabilities and bridging the skills gap in cybersecurity
awareness. Hence, this descriptive-correlational study aimed to develop an action plan to
enhance cybersecurity awareness level among jail officers as a proactive measure to
safeguard the Bureau of Jail Management and Penology (BJMP) critical infrastructure and
data against cyber threats. The study was conducted at Iloilo City District Jail – MD, with
78 personnel participating. Four independent variables were examined: knowledge,
attitude, behavior, and self-efficacy. Results indicated that jail officers, on average, exhibit
moderate levels of cybersecurity awareness, knowledge, attitude, behavior, and self-
efficacy, highlighting areas for improvement. Using structural equation modeling (SEM),
the study identified the relationships and impacts of each variable on cybersecurity
awareness. The findings indicate that behavior has a significant positive relationship with
cybersecurity awareness (β = 0.524, p < 0.001), while attitude, knowledge, and selfefficacy do not have a direct influence. The results suggest that interventions through an
action plan should focus on promoting and reinforcing positive cybersecurity-related
behaviors rather than solely emphasizing knowledge acquisition or attitudinal changes.
