Abstract
Statistics underscore the significant economic challenges individuals with a
criminal record face in securing gainful employment. In the Philippines, the scarcity of
data on the employability of former Persons Deprived of Liberty (PDLs) contributes to a
general lack of awareness among employers about their role in enhancing these individuals'
job prospects. This study is underpinned by three main theories explaining the integration
of ex-offenders into society: avoidance theory, social control theory, and labeling theory.
The purpose of this qualitative study was to explore the perceptions and practices of seven
human resource managers in Canlubang, Calamba City, regarding the hiring of former
Persons Deprived of Liberty (PDLs). The respondents were selected through purposive
sampling based on specific criteria relevant to the study. Thematic analysis was conducted
to extract key themes associated with perceptions of employers regarding hiring former
PDLs. Findings indicated that employers in Canlubang, Calamba City have varied and
complex views on hiring former PDLs. Employers generally expressed a willingness to
consider hiring former PDLs, especially when there is evidence of personal change and
commitment to development. However, concerns about the nature of past offenses,
particularly violent crimes, and the overall safety and mental stability of the applicants
were significant factors influencing their decisions. This study also highlighted the
importance of supportive policies, ongoing education, and the development of practical
skills as critical elements in enhancing the employability of former PDLs. Overall, while
there is openness to providing opportunities for former PDLs, addressing employers'
concerns through structured support and clear legal guidelines is essential for fostering
more inclusive hiring practices.
