Abstract
This study investigates the challenges faced by fire arson investigators of the
Bureau of Fire Protection (BFP) in Tarlac Province, Philippines, using a descriptive
phenomenological approach. Key findings reveal that insufficient training and education,
scene complexity, limited resources, safety hazards, and structural instability significantly
hinder the investigative process. These challenges result in inaccurate findings, prolonged
investigations, and reduced effectiveness.

To address these issues, comprehensive reforms and capacity-building initiatives
are recommended. This includes implementing extensive training programs covering
technical aspects of fire investigation, evidence preservation, courtroom testimony, and
effective communication. Additionally, incorporating fire investigation seminars into
recruit courses and mandating fire arson investigation skills in training curricula are
suggested to enhance knowledge dissemination.

This study also underscores the importance of increased funding to procure
specialized equipment, such as personal protective gear and forensic analysis kits, and
conducting annual inventories to ensure readiness. Developing robust safety protocols
and providing thorough training on occupational health and safety are essential to
mitigate risks associated with hazardous fire scenes.

This study emphasizes the dedication and resilience of fire arson investigators and
appeal for support to their critical and equally important work towards modernized fire
service.
