Abstract
This study aims to identify conscious deception and other special investigation techniques used by police investigators in Quezon City Police District, National Capital Region Office and evaluate their utility, legal boundaries, and usefulness as case management tools in criminal investigations. Further, the study aims to assess the issues and concerns encountered by police investigators in the use of conscious deception and other special investigation techniques and submit recommendations as basis for an action plan.
A qualitative study that employs the phenomenology research design, this research evaluated the lived experiences of select police investigators assigned at the police unit cited above who were identified and chosen through purposive sampling. The study utilized guide questions as its data gathering instrument.
Primarily, the researchers sourced their data through Focus Group Discussions (FGD) AND Key Informant Interview. The secondary source of data was obtained from documentary analysis of case records filed before the Office of the Prosecutor of Quezon City.
The study is a novel attempt at mainstreaming the study of conscious deception as a case management tool in criminal investigation in the PNP by proposing a program of instruction that could be incorporated in the training manuals of the organization such that the police shall be taught of the utility, legal boundaries, usefulness, and effectiveness of using the technique.
