Abstract
The primary mission of the Philippine National Police (PNP) is to serve and protect the community by solving a crime or criminal cases and ensure that the offenders will be held accountable for their criminal actions. However, there are instances wherein despite the efforts of the PNP to solve crimes through identification, case build-up, arrest and filing complaint/cases. The said efforts do not always result in the successful prosecution and/or conviction of the criminal offenders. The capability of the investigators in case preparation plays a vital role in the filing of an airtight complaint/cases in the prosecutor and in court and preventing the dismissal of complaint/cases.

This research paper studied the capability of Bulacan Provincial Police Office Investigators in case preparation in terms of administrative capability, human resource capability, and financial and logistical capability as well as the issues and challenges they encountered in case preparation considering the aforementioned variables. On the basis of the findings, an action plan was developed to strengthen the capability of BPPO investigators in case preparation. The study employed the Descriptive Quantitative research method with the use of duly validated self-constructed Survey Questionnaire which was facilitated to a total of 155 personnel assigned in BPPO Investigation units via Google forms. Thereafter, the result of the survey were further validated through the conduct of interview with the Key Informants composed of Bulacan PPO, Chief Investigation Division, Chief of the Women and Children Desk (WCPD), and members of BPPO Advisory Council. Analysis of the crime data and related documents was also conducted to support and strengthen the findings of the study.

In the course of the study, it was determined that BPPO investigators are “Highly capable” in terms of administrative and human resource capabilities as evidenced by their Average/Overall Weighted Mean of 3.07.

This study also revealed that while the investigators are highly capable indeed they also encounter various challenges in preparing cases particularly in the aspects of finances, and logistics. The severity of these challenges differed depending on the perspective of the respondents, but overall, they were found to have been face to some extent. The average Overall Weighted Mean ratings ranged from 2.37 to 2.65.
Based on the aforementioned findings, it is recommended to maintain the high administrative capability of the investigators in case preparation through strong linkages and partnership with the Department of Justice and other concerned government; continuous conduct of trainings among investigators and case managers to maintain the high human resource capability; and provision/allocation of logistical and financial support to every cases being handled by investigators/investigation units to achieve better results. It is also highly recommended that this study be used as a reference for further related research with the employment of Mixed-Method Explanatory Sequential design to explore more avenues of approach to look deeper into the capability of Bulacan PPO Investigators in case preparation.
