Abstract
This research investigates the compliance of Local Government Units (LGUs) in Cavite with the NAPOLCOM Minimum Standards on Mobility Procurement, utilizing a qualitative approach to explore the challenges and opportunities within the procurement process. Through in-depth interviews and focus group discussions with LGU officials, Philippine National Police (PNP) representatives, and community stakeholders, the study identifies key barriers to effective compliance, including gaps in knowledge, resource allocation, and inter-agency collaboration. The findings reveal the critical role of capacity building, community engagement, and transparent communication in fostering adherence to procurement standards. Additionally, the research emphasizes the need for innovative solutions and sustainable practices to enhance police operational efficiency and public safety. By proposing actionable, recommendations based on stakeholder insights, this study aims to contribute to the development of more effective procurement strategies that align with national standards and improve community trust in law enforcement.
