Abstract
This study looked at the impact of the deployment of the TMRU of Pampanga PPO on the focus crimes in the aspects of crime prevention, protecting the public, and capability. It also probed the issues and challenges of the TMRU that needs to be addressed to be more effective in the implementation of its functions. It asked what action plan may be proposed based on the results of the study. The respondents of the study were 20 personnel of the TMRU, 20 local government executives, and 180 members of the community. There were also 24 who participated in the interview. The impact of the TMRU against focus crimes was highly observable in crime prevention (M=3.37), highly observable in protecting the public (M=3.46) and observable in capability (M=3.02). The issues and challenges of the TMRU that needed to be addressed to be more effective in the implementation of its functions were serious in crime prevention (M=2.90), protecting the public (M=3.02), and capability (M=3.02). The Pampanga PPO leadership must heed the positive impact of the TMRU in preventing focus crimes. To fully realize this, the leadership enhance the investigative capability of the TMRU to assist local investigators especially in crime response and preservation aspects. Strengthening the capability of TMRU requires personnel and equipment upgrade. Other police personnel must be tapped to train as riders of the motorcycles. In addition, the TMRU must look for other sources of motorcycles to augment its fleet. The Pampanga PPO may present the findings of this study to the Provincial Peace and Order Council of Pampanga. The data on the unit's effectiveness although lacking in manpower and motorcycle might convince the provincial leadership to expand the capability of TMRU.
