Abstract
This qualitative case study was conducted to develop a whole-of-community local governance model in the context of the insurgency problem in Valencia City, Bukidnon. This study also explored the current realities and challenges of the insurgency problem and how this is perceived by the communities in Valencia City. It sought to identify the preferred outcomes for local governance in addressing this problem. In examining the current realities and challenges of local governance in the context of the insurgency problem in Valencia City, three primary themes have emerged namely, service delivery and program implementation challenges, resource allocation, and poor governance. Additionally, in an analysis of the current realities and challenges of the insurgency problem as perceived by the community in Valencia, three primary themes emerged: community development challenges, social infrastructure progress, and public awareness security. Furthermore, upon analyzing the preferred outcomes for local governance in addressing the insurgency problem in Valencia City, three themes emerged: service delivery coordination, youth empowerment, and community support and engagement. Moreover, the study developed a whole community local governance model in the context of the insurgency problem in Valencia City; four themes were developed, including public service sustainability, community development, safety enforcement, and community integrity.
