Abstract
The Davao Region, known for its natural scenery and abundant water resources, faces increasing security concerns due to social tensions and the potential threat of terrorism. This study assessed the current challenges, desired future security measures, and the development of a comprehensive security framework for the region's water facilities. Using Critical Infrastructure Protection (CIP) theory, researchers engaged key agencies, including the Armed Forces of the Philippines, Philippine National Police, Local Government Units, Bureau of Fire Protection, and water concessionaires. This study employed a qualitative-exploratory approach utilizing Focus Groups Discussions and Key Informant Interviews with data analyzed through SWOT analysis and forecasting. Findings revealed that while the region benefited from strategic resilience and innovation as its strength, its weaknesses included security gaps and infrastructure vulnerabilities. Identified threats centered on terrorism, while opportunities highlighted sustainability and resilience. Preferred security measures included reliable and stable infrastructure, solutions for far-flung areas, strengthened security systems, safe drinking water, and enhanced interagency collaboration. The proposed security framework incorporated dependable systems, technology integration, comprehensive security measures, and sustainable resource protection. Agency perspectives are varied based on mandates, with military and police forces emphasizing surveillance and public service agencies focused on proactive safety measures. The study recommends a Comprehensive Critical Water Infrastructure Security Framework institutionalized through a joint memorandum of agreement and enacted into law via an ordinance, ensuring a systematic, collaborative approach to secure Davao's water infrastructure.
