Abstract
The study explores the development of a security framework for critical infrastructure in power generation and electrical grids in the Davao Region. in examines vulnerabilities that ensure the resiliency of the energy system. Furthermore, the study employs qualitative research methodologies such Analysis and SWOT Analysis. Similarly, a foresight methodology, including scenario analysis and backcasting methods, is utilized to provide the current realities and challenges that the energy sector in Davao Region faces. It highlighted the importance of collaborative governance, community engagement, and technological innovation in mitigating risk. The proposed framework is focused on strengthening energy security through advanced monitoring, decentralized energy systems, and strong stakeholder engagement. With these results, it aims to address immediate and long-term challenges to energy infrastructure that contribute to the global discourse on critical infrastructure resilience and positions.
