Abstract
The Investigation Officers Basic Course (IOBC) significantly enhances the operational efficiency and investigative competence of Police Commissioned Officers in the Philippine National Police (PNP) by providing structured knowledge support and practical training aligned with modern law enforcement standards. It is designed as a foundational training program that aims to equip Police Commissioned Officers with the core competencies required for effective criminal investigation. This course includes modules on crime scene investigation, evidence handling, case management, criminal law, and procedural justice. By delivering both theoretical knowledge and hands-on experience, the IOBC serves as a vital tool in preparing officers to handle complex investigative tasks with professionalism and precision. This presumes that the IOBC plays a central role in improving the investigative capacity of the PNP by filling knowledge gaps and standardizing investigative practices across various units. It suggests that officers who undergo this training demonstrate better decision-making, adherence to legal protocols, and higher success rates in solving criminal cases compared to those without formal investigation training. Moreover, the structured approach of the IOBC supports institutional goals by aligning officers' skills with national law enforcement policies and international best practices. This ensures not only improved case outcomes but also enhances public trust in the criminal justice system. To test this, empirical studies can be conducted by comparing performance metrics, such as case resolution rates and investigative accuracy, between officers who have completed the IOBC and those who have not. Additionally, surveys and interviews can assess perceived competence, confidence levels, and effectiveness in the field post-training. Thus, the IOBC can be hypothesized as an essential component and needs continuous enhancement in professionalizing the PNP's investigative arm, contributing to more effective law enforcement and the promotion of justice in the Philippines.
