Abstract
The Barangay Intelligence Network has been helpful to Police Regional Office, leading to successful police operations in Region 10. This paper studied the effectiveness of the Barangay Intelligence Network (BIN) in Police Intelligence Operation in Region 10, in the areas of intelligence agency capability, system and procedures, and community support for the year 2013. The problems affecting the effectiveness of the BINs, and the proposed measures to these were also measured. Likewise, the significant differences in the perspectives of the Police Intelligence Officers of PRO 10, the selected BIN informants, and the community members were measured to make conclusions and implications on the results of the study. At the end, a program for enhancement of the effectiveness of the BIN in PRO 10 was proposed.
The respondents assessed the effectiveness of Barangay Intelligence Network in police intelligence operation in Region 10 as effective with a grand mean of 3.93. The effectiveness of the Barangay Intelligence Network Intelligence Agency in terms of capability, system and procedures, and community support were assessed effective in police intelligence operations were all rated as effective. There was a significant difference in the assessments of the respondents on the effectiveness of barangay Intelligence Network (BIN) in Police Intelligence Operation in Region 10, in terms of intelligence agency capability, system and procedures, and community support.
The respondents assessed the problems encountered by the PRO 10 that affect the effectiveness of Barangay Intelligence Network (BIN) in Police Intelligence Operation in Region 10 as serious with a grand mean of 3.46. The problems in system and procedures, and community support were assessed as serious. However, the problems encountered in intelligence agency capability were only assessed as moderately serious. There was a significant difference in the assessments of the respondents on the problems encountered by the PRO 10 that affect the effectiveness of Barangay Intelligence Network (BIN) in Police Intelligence Operation in Region 10, in terms of intelligence agency capability, system and procedures, and community support.
The respondents assessed the proposed measures to address the problems encountered by the PRO 10 that affect the effectiveness of Barangay Intelligence Network (BIN) in Police Intelligence Operation in Region 10 as highly recommended. The proposed measures to address the problems encountered affecting the Barangay Intelligence Network in intelligence police operations in terms of intelligence agency capability, and system and procedure were recommended. However, the recommendations for community support was highly recommended.
There is no significant difference in the assessments of the respondents on the proposed measures to address the problems encountered by the PRO 10 that affect the effectiveness of Barangay Intelligence Network in police intelligence operations in Region 19, in terms of intelligence agency capability, systems and procedures and community support.
Based on the results of the study, the following were concluded: The effectiveness of the Barangay Intelligence Network in police intelligence operation 10 in Police Regional Officer 20 is evidenced by the application of search warrants to suspected criminal lairs and personalities; designating a police intelligence officer as handler of informants, and identifying the most criminally affected barangays; and in making the community participate in crime prevention programs. The police intelligence officers of PRO 10, the BIN informants, and the community members perceive serious problems for the BINs in complacency of some intelligence officers, lack of data in the Case Monitoring Branch, willingness to participate of community members in pro-active anti-crime activities. Measures to ease the problems affecting the effectiveness of BINs are recommended such as enhancing capabilities of IP personnel on case tracking, making IP personnel more perceptive of the views of the community and culture, and the Intelligence Branch participating in youth and social activities of the communities. There are differences in the assessment of the respondents on the assessments on the effectiveness of BINs and the problems besetting them. However, all the respondents are unified in recommending measures to correct these problems. An Action plan to enhance the effectiveness of the BIN in intelligence police operation in PRO 10 is composed of Personality Training for Intelligence Officer and BIN; Social Interaction Training for Intelligence Personnel; and Pro-active Community programs by the Intelligence Personnel.
