Abstract
This study was concentrated on the assessment of the Barangay Peacekeeping Police Operations particularly on the Barangay Peacekeeping Action Team Manual being implemented in Ilocos Sur Police Provincial Office. Since the formulation of the Barangay Peacekeeping Action Team Manual in 2009 and was implemented in the province the crime trend was reduced due to the organization of the BPAT members, thus it is imperative to look more on what innovations to be introduce in crime prevention programs with the mobilizations of the members in order to improve more the implementations of the BPAT manual.
The respondents are composed of three (3) groups namely; the Chief of Police (9), the PCR PNCO (16) and the BPAT members (268) with a total respondent of 293.
This study was aimed in assessing the barangay Peacekeeping Action Team Manual in locos Sur. Specifically, the study sought to answer the following research questions: How did the Chief of Police, PCR PNCO and BPAT members assess the relevance of the BPAT Manual as being implemented by Ilocos Sur Police Provincial Office in terms of Awareness, Organization and training and mobilization phase. Was there a significant difference in the assessment of the respondents in the salient provisions of the BPAT manual relative to the variables? What changes may be recommended to enhance the salient provisions of the BPAT manual as to Awareness phase, Organization and Training phase and Mobilization phase. Was there a significant difference in the proposed changes of the respondents on the salient provisions of the BPAT Manual relative to the variables. And lastly, what manual revisions can be deduced from the findings of the study?
A descriptive research design and stratified random sampling was employed in the study. It was hypothesized that there is a significant difference in the respondents’ assessment on the Barangay peacekeeping Action Team manual due to the respondents’ influence and experience of the factors in the implementation of the BPAT manual thereby null hypothesis was rejected. Data were generated from secondary sources and through the conduct of a survey, using a structured questionnaire and focus group discussion was also employed.
Based from the significant findings of the study, the following conclusions are formulated.
The assessment of the Chief of Police, PCR personnel and the BPAT members on the salient provisions of Barangay Peacekeeping Action Team Manual are relevant based on the evaluation of the three groups of respondents pertaining to awareness, organization and training and mobilization phase.
The proposed changes on the Barangay Peacekeeping Action Team Manual are highly recommended as assessed by the respondents.
It was found that there is a significant difference in the assessment of the group of respondents on the Barangay Peacekeeping Action Team Manual in terms of awareness, organization and training, and mobilization phase, thereby null hypothesis is rejected.
The priority of information and dissemination campaign as the first stage of implementation of the BPAT manual is necessary as seen by the respondents, there is a need to increase the awareness and encourage the community of their duties and responsibilities to take an active participation in crime prevention and rescue operation in time of calamities.
Training is much important and given preferential attention by the respondents. Proper training is much important preparation as it allows the recruits of BPAT members to perform their job efficiently thereby resulting to successful implementation of the BPAT manual.
