Abstract
This study assessed the Salaam Police Center as implemented in the Eastern Police District as a basis for formulation of strategic approaches in counter radicalization. It presented the assessment of the forty-seven (47) police officers of the Eastern Police District and the one hundred ninety-six (196) members of the Muslim Community in the cities of Marikina, Pasig, Mandaluyong and San Juan on the Salaam Police Center in terms of functions, regular activities, and counter radicalization and deradicalization initiatives. It likewise showed the proposed changes on the Salaam Police Center relative to the said variables. Based on the results of the study, strategic approaches on counter-radicalization and deradicalization were deduced.
The respondents assessed the Salaam Police Center as ‘highly relevant” with a grand mean of 4.38. This indicated that effective police-community relations could be best shown through actual and visible activities. They assessed the Salaam Police Center, in terms of functions, as highly relevant with a grand mean of 4.37. The function Increase the numbers of police personnel assign at the Salaam Police Center in order to be more effective in their basic police service, and encouraging the assignment of new recruits to the Salaam Police Center after basic training with the permanency of assignment depending on the performance obtained the highest average weighted mean of 4.42.
The respondents assessed the Salaam Police Center, in terms of regular activities, as highly relevant with a grand mean of 4.45. The regular activities were highly relevant mainly due to Quarterly meeting with Muslim elders and Muslim/Christian stakeholders for peace-building and cooperation. They also assessed the Salaam Police Center, in terms of counter radicalization and deradicalization initiatives as highly relevant with a grand mean of 4.37. The indicator garnering the highest average weighted mean was providing jobs and livelihood assistance to detainees after their release from prison with 4.41 or highly relevant.
There was no significant difference between the assessment of the respondents on the Salaam Police Center, in terms of functions, regular activities, and counter radicalization and deradicalization initiatives.
The respondents assessed the changes that could be proposed on Salaam Police Center as highly recommended with a grand mean of 4.56. They assessed the changes that can be proposed on the policy for Salaam Police Center, in terms of functions as highly recommended, with a grand mean of 4.56. They also assessed the changes that can be proposed on the policy for Salaam Police Center, in terms of regular activities, as highly recommended, with a grand mean of 4.54. Furthermore, they assessed the changes that can be proposed on the policy for Salaam Police Center, in terms of counter radicalization and deradicalization initiatives, as highly recommended with a grand mean of 4.54.
There was a significant difference between the assessments of the respondents on the changes that can be proposed on the Salaam Police Center, in terms of functions, regular activities, and counter radicalization and deradicalization initiatives.
Based on the findings of the study, the following were concluded: The police officers of the Eastern Police District and the members of the Muslim community assessed the Salaam Police Center as highly relevant in its functions, regular activities, and counter radicalization and deradicalization initiatives. However, some indicators obtained the lowest ratings that were considered as bases for manual revisions. The police officers of the Eastern Police District and the members of the Muslim Community have the same perspectives on the existing functions, regular activities and counter-radicalization and deradicalization initiatives of the Salaam Police Center as highly relevant. The changes that can be proposed on the Salaam Police Center as implemented in the Eastern Police District were highly recommended in serving the coordinating body among the regular PNP operating units, different Salaam Police Offices in the ground, AFP units and other law enforcement agencies (like the NBI, PDEA and OMB); in quarterly meeting with Muslim Elders, Muslim/Christian stakeholders and leaders of different Muslim Groups for peace-building and cooperation; and in empowering the Muslim leaders, Muslim scholars, Imams, youth, women and other stakeholders in the community by soliciting their ideas for the counter radicalization and deradicalization initiatives. The respondents have different views on the changes that can be proposed on the Salaam Police Center as implemented in the Eastern Police District in terms of existing functions, regular activities and counter-radicalization and radicalization initiatives. The manual revision on the Salaam Police Center towards strategic approaches in counter-radicalization and deradicalization is proposed based on the results of the study.
Based on the conclusions of the study, the following were the recommendations: The Eastern Police District as coordinating body with different government agencies operating in the area such as the AFP, NBI, PDEA, OMB, etc. This is needed to reduce misunderstandings between the agency personnel and the Muslim members. The police officers of Eastern Police District need training on counter radicalization and deradicalization to familiarize themselves with the concept of Salaam Police Center. In order to strengthen the values of the Salaam Police Center, Muslim police recruits must be given mandatory deployment in Muslim areas. To strengthen the trust of the Muslim community to the Philippine National Police, the police officers of the Eastern Police District must formulate visitation plans to Muslim inmates and their families. The EPD should initiate self-sustaining livelihood programs for jailed Muslims. To get the ideas of all the sectors, the EPD must schedule quarterly meeting with Muslim elders, Muslim/Christian stakeholders and leaders of different Muslim groups for peace-building and cooperation. The EPD Salaam Police Center should design a plan to conduct lecture regarding awareness on Muslim Religion, beliefs, customs and traditions to all schools and universities for better comprehension by the Christian students the real concept of Muslim similar to the existing practice of the PNP, “Pulis ko, Teacher ko”. The leadership of the PNP should adopt the proposed changes that would enhance the policy on Salaam Police Center to augment its campaign in suppressing violence and threats of terrorism.
