Abstract
The study was conducted in Zamboanga City with the growing concerns on public safety and order. It was undertaken to validate the various empirical evidences on the critical roles played by stakeholders on public safety. It explored the deeper perspective on the critical public safety from any complex threat to the environment.
The descriptive survey design was used and survey questionnairs were developed to fit to the nature of the study. The items covered in the survey covered stakeholders roles, functions and responsibilities, and their involvement in support to the local policies, level of participation as well as the nature of their activities and action addressing public safety measures. The mixed methods approach which was validated during the Key Informants Interview.
The respondents were selected professionals, parents, students and local residents. The researchers limited the selection to the local residents of Zamboanga City because of proximity and convenience. For the selection of the respondents, snowball sampling was used. Since the snowball or chain-referral sampling technique were employed, the initial respondents per group were identified as other potential, credible primary sources of information whom the researchers also administered the questionnaires. The responses were analyzed thematically and emerging patterns were coded across the interviews conducted.
The findings revealed that the most significant stakeholders in public safety were the local state actors based on their relevant positions, by virtue of their functions and accountability to public safety. The groups perceptions on the roles and responsibilities were based on their own unique contribution to public safety. From the Stakeholder Engagement and Mapping the strong internal collaboration as a function as well as effective communication as responsibility were reflected as the most critical factors to ensuring public safety. Majority reflected perceived similar function and responsibilities to public safety. The study further recommends that a platform and program on Public safety should be developed for adoption at the barangay levels to increade their awareness and contributions as key stakeholders on public safety and more involvement for the youth sector as local residents should also be provided on reporting and coordinating peace-building initiatives at the LGU levels.
