Abstract
When Health Sector Reform Agenda (HSRA) was launched in 1999, it was
continued by the Aquino Health Agenda – Universal Health Care (AHA-UHC) strategy,
its sets priority to hospital reforms focusing on health facilities enhancement and
modernization of many government hospitals in the Philippines.
Like other government hospitals, PNP Health Service down to the regional level
strives to deliver quality health care services to its personnel, their dependents and
authorized civilians. However, due to limited budgetary allocations, like the Regional
Health Service (RHS) MIMAROPA, it lacks capability in the delivery of health services
which result to insufficient delivery of health care services. At present, RHS refers
patients needing the laboratory and diagnostics procedures or admission to higher level
hospitals.
To modernize government hospitals and build, new health facilities, the
Department of Health entered into Public-Private Partnership (PPP). With this concept,
the study was patterned by applying the PPP through extension program. The Police
Regional Health Service establishes linkages to private health sector in order to create
an agreement or forge MOA with Maria Estrella General Hospital to maximize the
delivery of health care services to PNP personnel. Another one is to make an
investment in stocks of Medical Mission Group Hospital and Health Services
Cooperative of Oriental Mindoro which provides lifetime discounts for stockholders and
their dependents. This project wil provide accessibility to quality health care service
which is major thrust in enhancing the quality of life of an individual.
Relatively, this study recommends that the capability enhancement of Police
Regional Health Service MIMAROPA be continued to level up in the delivery of health
care services to achieve maximum quality of care. Another is deployment of medical
and dental teams to other four Police Provincial Offices to directly address the health
care needs of the patient. Lastly, replication of MOA be made to other four provinces
of MIMAROPA to provide efficient delivery of health care services to PNP personnel,
dependents and authorized civilians.
