FACTORS AFFECTING THE COMPETENCIES OF THE MEDICAL OFFICERS AT THE EMERGENCY SECTION OF THE PHILIPPINE NATIONAL POLICE GENERAL HOSPITAL (PNPGH): BASIS FOR A MANPOWER ENHANCEMENT PROGRAM

Abstract
This study was conducted to assess the factors affecting the competencies of the
Medical Officers of the PNP General Hospital Emergency Section. Specifically, this
study sought to determine the level of seriousness of these factors and its impact to the
competencies of medical officers, and the proposed measures to mitigate the impact of
the identified factors in terms of manpower capability, logistical support, and system and
procedures.
A descriptive research design was used in the study. Both stratified and random
sampling methods were employed in the study. One hundred thirty three (133) ER
patients and thirty five (35) ER physicians assigned in the PNP General Hospital at
Camp Crame Quezon City served as the respondents of the study. It was hypothesized
that there is no significant difference in the respondents’ assessment on the factors
affecting the competencies of medical officers and the proposed measures to address
those identified factors. Data were generated from secondary sources and through the
conduct of a survey, using a structured questionnaire. Percentage, weighted mean and
analysis of variance were applied in the analysis of data.
The findings of the study showed the assessment of the factors affecting the
competencies of the medical officers of PNPGH Emergency Section, and the proposed
measures to address those factors. Results revealed a high extent rating on the major
variables of manpower capability, logistical support, and system and procedures. The
factors that seriously affect the competencies of the medical officers of the PNP General
Hospital Emergency Section include the limited number of medical officers available at
any given time. Emergency Room physical plan and design, and the procedures on
facilitating diagnostic exams. The highly recommended measures to address the
factors affecting the competencies of the medical officers include conducting seminars
and workshops of life-saving activities, restructuring the facilities in the ER, and
coordinating the duties of other allied medical staff to have a general plan to provide
better work output and teamwork.
In the light of the findings of the study, the conclusions are as follows: the factors
that seriously affect the competencies of the medical officers of the PNP General
Hospital Emergency Section include the number of the medical officers versus the

number of the patients/cases; disorganized ER facilities; and failure to conduct
diagnostic examination within the acceptable allowable time; the highly recommended
measures based on the assessment of the respondents include conducting actual
exercises on the life-saving activities; arranging the physical set-up of the ER based on
standards; and review of the duties and responsibilities of the allied medical staff to be
aligned in a general plan to promote teamwork with the medical officers.
There is no significant difference in the assessment of the factors affecting the
competencies of the medical officers of the PNPGH Emergency Section in teams of the
manpower capability and system and procedures. However, there were significant
differences revealed in the assessment of the factor in terms of logistical support, and
the proposed measures to address those factors in terms of manpower capability,
logistical support, and system and procedures.
The formulation of the action plan to enhance the manpower competencies of the
medical officers of the PNPGH-ER focuses on creation of a human resource
development program geared towards a plan for immediate addition to manpower and
the enhancement of manpower capabilities thru policy development. A plan for facility
development is also included for the restructuring of existing facilities.
The results of the study led to the following recommendations: increasing the
number of medical staff by active recruitment, specially in the field of emergency
medicine and a creation of an Emergency Medical Service (EMS-paramedic team) to
augment manpower capabilities of ER medical officers; provide continuing medical
education to medical specialists, submission of standardized plan and design of the
emergency room to the Engineering Services of the PNP for the possible renovation or
reconstruction of the ER.
