Abstract
The crime solution efficiency of the PNP can be significantly improved in the adaption of the said data sharing system.
This bridges the gap in the data sharing capability of different government agencies.
The unification of database in the government to avert duplication of identity.
PNP CL needs bigger pool of biometrics data to solve more crimes. Apparently, others agencies have biometric databases and there are policies facilitating and depletes data sharing of fingerprints among government agencies. The researchers would like to address how the PNPCL could access these databases for crime investigations.
There is a need to create a technical working group to synchronize and harmonize inter-agency policies on biometric data sharing and management through dialogues and write shops. Security threats, unauthorized utilization of data are the top challenges in implementing the interagency data sharing system. Hence, the technical working group must formulate a policy that would regulate its technicalities.
The system also requires reliable infrastructure and skilled personnel to maintain the optimum condition of the system.
Apparently, mutual distrust among agencies exists which makes each agency reserved and restrictive to one another. The participating agencies must create an agreement for data sharing which would also protect the integrity of individual database.
Interagency data sharing would only commence if one agency would take the lead and everyone will follow. Based on the results, exploratory meetings may pave a way for a Memorandum of Understanding. Only then, each agency could trust one another and preserve the integrity and independence of each database.
The result shows that it requires series of milestones before the PNP CL can create a bigger pool of fingerprint database. The increase in crime solution efficiency depends on the collaborative work among agencies.
