Abstract
The study aimed to assess the relevance of the salient provisions on criminal
investigation manual on bombings in terms of receipt of the explosive-related incident,
during verification of the incidents by the First responder or Investigator and specific
investigation procedures. Likewise, it also includes the recommended changes on the
salient provisions of the criminal investigation manual on bombings. Further, it
determined whether there is a significant difference on the assessment of the two (2)
groups of respondents on the salient provisions of criminal investigation manual on
bombings, and the recommended changes on the salient provisions of the criminal
investigation manual on bombings in relation to the aforementioned variables. This
study made used of two hundred eight (208) composing of two groups of respondents
namely: NP Investigators with one hundred eighty five (185) respondents, and twenty
three (23) Bomb Squad Personnel. The survey instruments and the interview guide
were used in gathering the needed data. Also, it includes percentage, average
weighted, f-test as statistical tools. The study was conducted at CALABARZON.
The salient findings of the study revealed that most provision were highly
relevant. However, the least relevant indicators include: Desk Officer shall ask for and
record in the Police Blotter the following from the source of information: Name of
source; Contact Information of the Source; Exact location of the incident; Time and date
of the incident; and Details of the incident; the First Responder/Investigator shall record
the information about the nature of their dispatch in their notebooks or ticklers. They
should be equipped with a camera or video recorder for capturing the condition of the
scene upon their arrival and any succeeding event and exercise scene safety. First
Responders must take steps to identify and remove or mitigate safety hazards (e.g.
secondary device(s), hanging live electric wires, weak building structure) that may
further threaten victims, by standers and public safety personnel. There is no significant
in the assessment of the two groups if respondents in terms of receipt of the explosive-
related incident, during verification of the incidents by the First Responder or
Investigator and specific investigation procedures.
In addition, the recommended changes on the salient provisions which are highly
recommended includes the Desk Officer shall also ask the source what is the current
situation of the incident and who are at present in authority of the situation; they should
be equipped with investigative tools such as camera or video recorder, police line,
flashlight, fingerprint kits, first aid kit and others; and exercise scene safety. Provided,
the first responder shall not touch any materials/objects that may help in the
identification of the suspect and his motive and/or photograph/draw the scene before

removing any object which poses imminent danger to the victims, by-standers and
public safety personnel. Furthermore, there is no significant difference in the
assessment of the two groups of respondents on the recommended changes.
Based on the findings, it is concluded that the PNP Investigators and the Bomb
Squad Personnel have the same view on the level of relevance of the salient provisions
on criminal investigation manual on bombings particularly the provisions on the
information to be recorded by the recipient of the report; the required investigative tools
that they need to be possessed prior to investigation; and the exercise of scene safety;
majority of the proposed changes were highly recommended by the two groups of
respondents including the information that needs to be inquired by the desk officers
from the source of the reported incidents; indicating the materials to be used by the first
responders; and the provision on the extensive scene safety exercises.
Moreover, the researcher highly recommended the following: present the result
of the study to the PNP highlighting the least relevant provisions which needs to be
evaluated and make revisions if necessary particularly with regards to the receipt of the
information from the unknown or unreliable source; conduct re-evaluation of the other
provisions to measure its relevance in the actual investigation activities of the PNP
investigators and Bomb Squad Personnel in support to the result of this study; submit
the proposal for changes or revision of the manual supported by the documents and the
result of this study in order to include other provisions particularly with regards to the
standard information to be inquired from the sources, and the investigative equipment to
record the events in the scene; adopt all recommended changes to enhance the
existing provisions on the investigation of reported bomb threat and bomb incidents; and
the action plans contained all possible additional provisions such as gathering complete
information about the incidents prior to response in the crime scene, possessing
required investigative tools; and the precautionary measures during the conduct of
actual investigation based on the findings of the study.
