Abstract
There is a continuous increase in bombing incidences particularly in the southern parts of the country caused by radical groups and international terrorists. This operation of radical groups and international terrorists or other lawless elements could transpire in any part of the country particularly in Metro Manila. The existence of the bomb squad (EOD) unit and K9 team operating in the five districts of National Capital Region has a crucial role in mitigating if not diminishing these bombing activities.
The team of the bomb squad (EOD) and K9 personnel, its assets and resources have not been properly utilized to serve its particular purpose resulting to an inefficient ad ineffective performance that does not satisfy public need. What are the current conditions of the EODK9 district in Metro Manila in the following components namely: Personnel Competency, Logistics and Finance, Operational and Tactical, and Intelligence? What are the gaps that exist among the five districts on these components? How can the Regional EODK9 of the PNP address these gaps, analyze and assess their efficiency and effectiveness, determine opportunities for growth and development and evaluate the existing policies and procedures.
The research is limited in conduct to the Five Police Districts of Metro Manila as the focus area and will evaluate the responsiveness of Philippine National Police Explosive Ordnance Disposal and K9 relative to the bombing incidents or threats within the National Capital Region.
It will also determine the significant difference, if any, in the assessment of the respondent on the perceived factors affecting their performance in responding to bomb incidents. It will cover the financial, logistical, personal competency, resources, operational system and procedures.
The researcher through document analysis, key informant interviews and focus group discussions was able to assess the strengths, weaknesses, opportunities and threats of the present condition of the NCRPO EODK9.
Based on the findings and conclusions, the researcher recommends the creation of a Unified Command that will be responsible and accountable for the entire EODK9 as a Unit, formulate pertinent policies and procedures, institutionalize the EODK9 training and equipage.
This Unified Command will sustain the continuous development, lead and empower a high performance, robust and fully integrated EODK9 UNIT for the efficient management of its personnel and effective utilization of all its resources to ensure public safety.
