THE READINESS OF THE POLICE STATIONS OF QUEZON CITY POLICE DISTRICT IN THE IMPLEMENTATION OF THE NATIONAL POLICE CLEARANCE

Abstract
The study titled “Readiness of the Police Stations of Quezon City Police District in the Implementation of the National Police Clearance” was conducted to determine the level of readiness of the police stations of Quezon City Police District in the implementation of the National Police Clearance with the PNP Crime Related Database, manpower, facilities and equipment, information, dissemination and internet access as major indicators. This study also seeks to identify issues and concerns under these indicators that affect such readiness as well as measures under the same categories to address the identified issues and concerns that affect the readiness of the police stations of Quezon Police District in the implementation of the National Police Clearance.
This study was conducted at the Quezon City Police District particularly in its twelve police stations. The respondents of this study were the personnel of these police stations selected with the use of the homogeneous-purposive sampling method considering that only those who are directly in the implementation of the national police clearance were included as respondents.
The data gathering instrument used in this study were the survey method with the use of questionnaire distributed to selected respondents, interview of applicants for the national police clearance and key informants, observations made by the researchers and analysis of related documents to include the memorandum of the Chief PNP for the implementation of the national police clearance nationwide and the consolidated crime data of the police stations under study at the District Investigation and Detective Management Division of the QCPD.
In the analysis and interpretation of data, the Likert scale was used to quantify the perception of the respondents. The results were then subjected to simple statistical treatment which are percentage and the weighted mean.

Findings
ON the level of readiness of the police stations of QCPD in the implementation of the National Police Clearance System, the researchers found out that the police stations are significantly ready to use the PNP crime related data bases (the CIDMS, CIRAS, e-Rogue and e-Warrant) in the evaluation and screening of the applicants of the national police clearance. However, there is a need to continuously encode data in these data bases on a daily basis including those of previous years. The researchers were also able to deduce that the police stations are moderately ready in relation to manpower and facilities and equipment considering that there are no proper offices with amenities for the comfort of applicants in all the twelve police stations subject of this study. These police stations are also slight ready to implement the National Police Clearance system in terms of information dissemination and inter et access. The very reason for this is the fact that the policemen of Quezon City are barred from launching an extensive information campaign for fear of reprisal from the City Government of Quezon City which is adversely affected as a result of the implementation of this national police clearance. The internet access is also a problematic area considering that the national police clearance system, which is internet-based has no exclusive internet connection in the police stations.
On the issues and concerns affecting the readiness of the police stations of QCPD in the implementation of the National Police Clearance System, the researchers were able to surmised that the PNP crime related data bases are facing moderately serious problems in their evaluation and screening capabilities considering that some data were not yet entered into system particularly those that took place in the previous years. On the other hand, the major indicator on manpower, facilities and equipment, information, dissemination and internet access are facing significantly serious problems because of the lack or even absence of resources to support these indicators.
On measures to address the issues and concerns affecting the readiness of the police stations of the QCPD in the implementation of the National Police Clearance, the continuous accounting and encoding of crime data from and previous years in the PNP crime related data bases is significantly recommended based on the results of the study. In relation to the indicators of its manpower, facilities and equipment, information, dissemination and internet access, it is respectively highly recommended based on the findings that dedicated and sufficient number of personnel be assigned to process national police clearance applications and to encode crime data in the PNP crime related data bases, each police station to realize or be provided with a permanent, conducive and spacious national police clearance office complete with amenities for the comfort of applicants, extensive, relentless and intensified campaign be undertaken to inform all stakeholders of the implementation of the national police clearance system, and the national police clearance must have its own internet connectivity.

Conclusion
The following are the generalizations drawn from the study:
1. The PNP Crime Related Databases are the lifeblood of the national police clearance and differentiate it from other clearances as such, the national police clearance derives its credibility and reliability from the data entered in these databases;
2. Dedicated processors and supervisors of the national police clearance and dedicated encoders and supervisors in the PNP Crime Related Databases are contributory to the realization of the objectives of the national police clearance in promoting public safety and security and in the solution of crimes;
3. Quality national police clearance office complete with amenities for the comfort of applicants for the police clearance are privileges that the people rightly deserve;
4. The success of the national police clearance depends on aggressive information campaign to educate all stakeholders on its nature and advantages over the local police clearance; and
5. The success of the national police clearance also depends on quality internet services.

Recommendations
1. Observance of a 100% accounting and encoding of all crime data in the PNP Crime Related Databases and continuous backtracking and encoding of crime data in previous years;
2. Ensure 100% fill-up of full-time encoders and supervisors of the PNP Crime Related databases and processors and supervisors of the national police clearance;
3. Designation of spacious place in every police station as a national police clearance office equipped with amenities for the comfort of applicants;
4. Intensified information campaign to educate the public on the national police clearance;
5. Quality internet services for the national police clearance which is an internet-based system.
