Abstract
This study was conducted to investigate the Phenomenon of the Ninja Cops of the PNP in terms of the Actor, Power and Incentive. A qualitative research design utilizing Political Economy Analysis and Thematic Content Analysis was employed. Key informant interview of competent participants and official document review were conducted. To determine the Structure of Ninja Cops in the PNP in terms of the actor, power and incentive and the dynamics of the structure of the Ninja Cops in the PNP, the following findings were drawn: Collusion of powerful, morally weak, abusive, selfish and corrupt actors, Abuse of Power and authority: the declining moral and ethical values in the rank of the PNP, The culture of the extraordinary behavior in the quest of incentives, The interaction of abuse of power and influence: the despicable reality of personal interest and incentive, Malicious collaboration: the decline of the police service virtues; service, honor and justice, Lack of accountability, lack of personal conviction, weak moral values, selfish interest and blind obedience; the rudiments of the Ninja Cops, and Weak morality, corrupt practices, distorted tradition and questionable leadership: the intoxicant of rogue cops.
