Abstract
Antipolo City Jail is one of the five selected pilot jail/prison facilities under
Department of Health- National Tuberculosis Program (DOH-NTP) launch in 2009.
Pulmonary Tuberculosis (PTB) protocol management were undertaken to test the
adaptability, effectiveness and efficiency of the guidelines as basis in the nationwide
campaign against PTB in the corrections pillar of the criminal justice system.
Five years thereafter, health records disclosed that despite the intense adoption
of PTB management thereat, morbidity and mortality remained to be s primary cause of
health problem among the health services. One is certain that gaps and defects in the
policy, implementing guidelines and or the managerial aspect of the program that needs
to be identified and immediate imposition of corrective measures could be addressed,
hence the significance of this study.
This is a qualitative research using document review, simple informant survey,
direct observation in data collection and group discussion. Assessment disclosed that
there are gaps and defects in the general leadership and governance, implementation
of guidelines and sustainability of the standard PTB protocol. Factors that impede the
low active case findings is the inadequate health workforce to perform the activity in a
24/7 period, lack of support and among the presumptive positive inmates with the help
of cell health aides, and the inconsistent leadership managerial actions and decision
making abilities.
The defects were identified and corrective measures have been tailored to suit
the needs on the call of duty. Using the health systems approach, together with the
active social mobilization of the stakeholders, the goal towards an effective PTB
prison/jail facility is within reach.
