IMPLEMENTATION OF BACOOR CITY JAIL AFTER-CARE PROGRAM TO PREPARE SELECTED INMATES FOR COMMUNITY REINTEGRATION

Abstract
The BJMP have implemented various interventions and programs to effect the
rehabilitation and development of inmates to prepare them for their reintegration into the
mainstream of society upon their release. However, it does not have a concrete
benchmark of success in its implementation because it does not have the factual data
on how many of the released inmates were rearrested again for commission of another
offense after they were release. This was the primary consideration why this study was
undertaken to determine what After-Care Program can be implemented at Bacoor City
Jail to prepare selected inmates for community reintegration and eliminate the revolving
door cycle of recidivism.
The study used the descriptive method of research in gathering, analyzing and
interpreting the data collected to answer the identified problems of the study. Likewise,
qualitative and quantitative methods of research were also used in interpreting the data
collected. Qualitative method was used in interpreting the information collected from
respondents during the interviews and used as basis in the formulation of survey
questionnaires, while quantitative method of analysis was used to analyze and interpret
the most common response of the respondents and to determine the frequencies of the
problems encountered. Further, document review and analysis; key informant interview
and surveys were conducted to answer the problems identified in this study.
All the 34 personnel of Bacoor City Jail were considered as target respondents
on the survey questionnaire prepared by the researcher. While 101 inmates which
represented 15% of the total inmate population were surveyed. Interview on several jail
personnel, inmates and service providers were also conducted to further widen the pool
of information of this study. The statistical tools used in the treatment and interpretation
of data were: Percentage, Weighted Mean and Likert Scale.
The following were the findings: 1. Review and analysis of existing programs,
policies, SOPs, memoranda and directives of the BJMP, showed no conclusive answer
on what correct processes, parameters, procedures, programs and set-ups for the
selection of an inmate to be included in an after-care program, because the BJMP has
no such program implemented to this date; 2. Interview results from key informants
validates the success of the current rehabilitation programs given to the inmates of BCJ.
It also gives some insight on what processes, parameters, procedures, programs and
set-ups for the involvement of different stakeholders in an after-care program at BCJ. In
the perspective of the inmates of BCJ, the TCMP, educational and religious/spiritual

programs (in that order) have emerged as the three top choice interventions that have
helped them in their rehabilitation process; and, 3. The survey on the order of
preference conducted on the inmates would be the basis of a needs driven rehabilitation
interventions in the after-care program to be implemented for the inmates. The survey
results from the BJMP personnel assigned at BCJ rated the current rehabilitation
programs as very effective. But in order to have a seamless reintegration of the
released inmate to the community and reduce the incidence of recidivism, they
recommended for the creation and implementation of an after-care program. The same
survey also showed a glimpse on what after-care program to implement, how to
implement it, and who will be included in it.
Based from these findings, the researcher came up with the following
conclusions: 1. The IWD programs currently implemented at BCJ are very effective and
instrumental in developing the inmate’s overall wellbeing. 2. That there is a need to
create and implement an after-care program to help the inmates released from the jail
for their seamless reintegration into the mainstream of society in order to reduce or
eradicate the risk of recidivism; and 3. The BJMP lacks the resources and funds and
will need the support and active participation of different stakeholders in the creation
and implementation of an after-care program to look after the wellbeing of the released
inmates.
Based on these conclusions, the following were the recommendations: 1.
Continued implementation and improvement of the current IWD programs implemented
at BCJ; 2. Creation of an After-Care Program; After-Care Program Council, and inmate
Classification Unit; 3. Strengthen coordination and linkages with LGU, GO, NGO, CSO
and volunteers; 4. Refer the creation of an after-care program to BJMP-NHQ; and,
lastly, 5. Strengthen advocacy and lobbying for legislature/congressional support.
