Abstract
ABSTRACT

Part of the Bureau of Fire Protection (BFP) mandates is to be responsible for the prevention and suppression of all destructive fires on buildings, houses and other structures, forest, land transportation vehicles and equipment, ships and vessels docked at piers or wharves anchored in major sea ports, petroleum industry installations, plane crashes and other similar activities. In addition, upon direction of the President of the Philippines, in the time of national emergency, all elements of the BFP shall assist the AFP in meeting the national emergency.

This study aims to identify the significant impact of Disaster and Crisis Management and Response Training among newly recruits in BFP-NCR, in terms of the conduct of training and outsourced trainers, Quick Response on insurgencies, and Preparedness and Awareness on the Disaster Risk Reduction Management Plan. It also recommends to enhance and institutionalize the conduct of training in the BFP with regards to Disaster and Crisis Management and Response.

This study will make a significant impact on crafting policies that shall address the training design for the BFP in the national level. The importance of this study will highlight the loopholes on the training design of the new recruits in BFP-NCR. Through this, the working performance among the new recruits in BFP-NCR will improve and act as frontline in times of insurgencies.

There is a significant impact on the current training on Disaster and Crisis Management and Response program towards the performance of the newly recruits in BFP-NCR. The insufficient training time and lack of facilities and equipment hindered the new recruits to be more efficient towards their duties to respond to insurgencies. The skills needed to implement specific plans, as well as decision making, entail a lot of experiences which can be attained through conduct of simulation exercises.

The ever-changing insurgencies in the country, regardless man-made or natural crisis, are a challenge among BFP personnel. Advancement of technology is constantly upgrading the facilities and equipment being utilized by the BFP personnel. Therefore, the need to upgrade knowledge is also essential towards their preparedness and awareness in the implementation of Management Plan of the BFP.

Institutionalizing the conduct of training is hereby recommended not only on regional level, but on national scope to have better training output. Through this, the BFP can able to identify their best practices towards insurgency-crisis situation, and their best courses of action. Redesigning will improve a better quality of service towards the country, as part of BFP’s mandate in addressing insurgencies.
