ABSTRACT

This action research addresses the problem in clearing and validation procedures of item numbers for the promotion of BFP personnel nationwide. Its objectives seek to determine the status of clearing and validation procedures of item numbers for promotion in the Bureau of Fire Protection; Identify the factors that affect the clearing and validation procedures of item numbers for promotion; Asses the challenges encountered in the clearing and validation procedures of item number for promotion; and to propose program of action that may solve the clearing and validation procedures of item numbers for promotion in the Bureau of Fire Protection.

The methodology and methods of inquiry used in this action research is the Coghlan & Brannick (2014) which presented an action research cycle starting from pre-steps, context and purpose and four basic steps: constructing, planning action, taking action and evaluating action.

The collaborators of this action research are the personnel from the Personnel Accounting
Section, Administrative Division, under the Directorate for Personnel and Records Management, personnel from the Promotion Section, Human Resource Management Division, under the Directorate for Human Resource and Development and BFP personnel region-wide from Administrative Division who are directly involved in the process of promotion. Their cooperation, insights and perspective in the presented problems in the clearing and validation procedures of item numbers for promotion in the Bureau of Fire Protection, the researchers after gathering the data through online questionnaires and interviews, come up with a solution to propose a program of action that may solve the backlog and double item numbers thru automation.
