Abstract
ABSTRACT
This research in fire safety enforcement among selected high schools in Barangay Concepcion, Malabon City followed multiple case study designs. This study focused on the four pillars of disaster risk management system such as preparedness, prevention and mitigation, emergency responses and rehabilitation and recovery level of policy implementation, practices as well as challenges and problems met by the three participating schools.
A researcher-made questionnaire was given to students and teachers for the quantitative data. Focus group discussion was engaged among school heads, DRRM school officers, teachers, and barangay officials for the qualitative data. Furthermore, document analysis from fire inspection 2022 results was used to give supplementary data for this study.
The descriptive quantitative data showed that in terms of preparedness, prevention and mitigation, and emergency responses both students and teachers rated “Highly Aware” of the said three pillars of DRRMS. However, in terms of rehabilitation and recovery, students rated this area as “Aware”, whereas teachers tagged it as “Highly Aware” as their level of awareness and understanding of the said pillars of DRRMS.
Moreover, emerging themes from the challenges and issues with implementing the policies on fire risk reduction management in schools and at the barangay level fall under a lack of equipment, a lack of intensive training, proper coordination with LGU and BFP, and integration of Fire Drill during National Earthquake Drill.
In the document analysis, the three schools were issued a fire inspection certificate. However, Fire Brigade Organization, Fire Safety Seminar, Employees trained in the emergency procedure, and Fire/Evacuation Drill which should be done quarterly were not responded by the three participating schools due to the CoVid-19 pandemic.
In light of the findings, this study recommends an intervention plan following the 4Cs Framework such as Communication, Coordination, Collaboration and Compliance. The students, teachers, and other stakeholders of the schools will have proper orientation regarding the fire hazard policies. Thus, conducting seminars, and hands-on pieces of training on preventive measures in times of disasters and strengthen the community linkages and mobility of BFP and LGU to ensure the safety of the community.
