Abstract
This study assessed the impact of the Isabela police provincial offices (IPPO) free housing project, aimed to determine its compliance with command memorandum circular PRO2 Lingkod bayanihan and other reference programs. A descriptive evaluative case study employed purposive sampling of 33 program implementers and stakeholders along with document analysis. Thematic analysis identified key aspects of the project, including beneficiary selection, construction, funding, sustainability, and challenges. Findings revealed partial compliance with reference programs. Beneficiary selection relied heavily on referrals, while construction often utilized volunteer labor (“Bayanihan”). Charismatic leadership played a significant role in fundraising success. Project sustainability varied, with some considering it unsustainable or conditionally sustainable. Issues mainly concerned the projects overall community impact, with positive association between the program and reduce crime rates being identified. The study concludes that program improvements are necessary to achieve full compliance with reference programs. Overcoming challenges requires providing concrete evidence of positive community impact to partners and stakeholders, and fostering broader ownership through involvement of all barangays and key government agencies
