Abstract
The study employs purely qualitative research method, delving into the intricate dynamics surrounding the PNP GOA-C uniform. It evaluates the PNP GOA-C uniform’s effectiveness across four key criteria: functionality, affordability, reputation, and quality/comfortability. Findings from interviews with key officers, PCOs, and PNCOs in the MPD reveal critical insights. Participants express concerns about the availability of the uniform for various events, with key officers citing a 29.63% satisfaction rate. Timely delivery issues are raised, with PCOs registering a 35.14% satisfaction rate on the availability indicator. Lack of uniforms for events is considered a serious problem by 30.49% of PNCOs. Affordability challenges include meeting technical specifications (26.83& PNCOs, 25.93% Key Officers), Timely deliveries (20.73% PCOs, 18.52% Key Officers), and compliance with bidding documents (15.85% PNCOs). Overdue deliveries are a significant problem for 20.73% of PNCOs. Uniform-related reputation concerns encompass non-compliance with design specification (26.83% PNCOs, 22.22% PCOs) and detects in delivered uniforms (20.73% PNCOs). Non-compliance with contract specifications is seen as a problem by 22.40% of participants. Quality-related issues include poor-quality materials (30.49% PCOs), and defective items (17.07% PNCOs). The use of 100% polyester fabric receives scrutiny, with 18.92% PCOs expressing dissatisfaction.
