Abstract
THE CASE

“Communication has not claimed to win any war but no war has ever been won without communications”. This quotation is often used by the Signal Corps to emphasize the significance of communications in the field of military and law enforcement.

In the Philippine National Police, radio communication serves as the primary means of communication during daily operations, and police activities. It is one of the PNP’s four major priorities under its “move, shoot, communicate, and investigate” modernization program. In accordance with this, the PNP began the migration of its communications system from analog radio to digital radio on august 28, 2019. The digital radio refers to a two-way radio or transceiver which uses digital technology for the transmission of voice and data over radio waves. Among the digital radio standards, the PNP has adopted the Digital Mobile Radio (DMR).

The DMR technology provided new communications capabilities such as wider communications area coverage, more secure communications system and capability to contact telephone lines.

However, despite the DMR serving as the PNP’s principal means of communication throughout normal operations and police activity, the majority of PNP personnel find it difficult to use the DMR.

This case study aimed to discover the underlying issues and address the concerns of radio operators in using DMR. Moreover, we want to explore the problems and challenges associated with this technology.

It is our objective to propose solutions and recommendations that would address their concerns about utilizing the DMR and, if necessary, resolve any underlying issues.

This case study will be beneficial for Taguig CPS as it would enhance their communications capability for faster and timely delivery of police services.

Further, this study could serve a guide for the RCEU-NCR in providing radio communications services for Taguig CPS. The proposed action plan may serve as framework in providing radio communications services and can be applied to the other police stations as well.
As a result of undertaking this research, the PSOAC student-officers involved will obtain a complete understanding of the function of radio communications in the provision of police services. It till serve as a guide for them in any future operations or activities that include radio communications.

Future researchers may use this case study as reference in the conduct of related study.
